When the command lscfg is used, it just returns to the command prompt
with no error and no hardware information.

Try changing to directory /usr/sbin and then running the command
again. If it works now, then the problem is due to an incorrect
PATH environmental variable.
Check the PATH variable using :-

echo $PATH

The default PATH for root should contain /usr/sbin
