The serial connection programs are not part of the base installation.
You need to install the following filesets using smit :-

AIX 3.2.5 you need to install bosext1.uucp.obj
(Basic Network Utilities)

AIX 4.x, you need to install bos.net.uucp
(Unix to unix copy program)
